of the critiques of mitt romney and his ability to create space on foreign policy it's been one of barack obama's great strengths. his margins in terms of who you handle more for international i affairs remains stronger than on the economy and other matters. the other critique is that mitt romney is saying i would do things differently, but there isn't a huge spelling out of how he would do things differently. you mentioned iran. going forward he had a detailed critique of how to handle it forward. that's the trouble trying to define stark lines. that's why he went philosophical to say i would be tougher. we have a duty as america to lead. he mentioned syria. we need to step in and support demonstrators and those things. we'll see. he clearly has an intention, an opening against obama. >> chris, while carrying a bigger stick on foreign policy he's also on the campaign trail being kinder and gentler himself in unveiling what they didn't do at the convention other than through surrogates. he's been giving speeches now three in a row where he gives example of his ministry, his mormon ministry and

across on monday on foreign policy? >> well, i think it's an excellent opportunity for governor romney to show leadership in a critical area for somebody who wants to be president. i think he's made the point before and i hope he'll make it again, that a strong american presence nationally is critical to sustain democrat prosperity at home and to provide the security that we need for international trade and finance, to protect american interests, and if you don't have a strong america, you don't have a strong economy and the reverse is true as well. without a strong economy, it's almost impossible to have a strong american presence around the world. so, i think that the inner relationships here, which president obama has never seemed to understand are one of the important points to make. >> well, here is something else to point out here, because in that interview with sean hannity, governor mitt romney also told fox news, the obama administration gave misleading information about the attack that killed a u.s. ambassador and three other americans in benghazi. so, what's your assessment

to jan crawford with governor romney who focused on foreign policy today at an address at the virginia military institute. jan? >> reporter: scott, the overarching theme is that the president has no foreign policy archingy that he's remained passive and reactive. romney said he know it is president hopes for a safer and pa freer middle east but that hope ddle e a strategy. egy.hen we look at the middle east today with iran closer than ever to nuclear weapons capability, with the conflict in wria threatening to destabilize the region and violent extremist on the march and with an american ambassador and three others dead likely at the hands of al qaeda affiliates it's afar that the risk of conflict in the region is higher now than when the president took office. >> reporter: in israel, romney said the relationship between president barack obama and prime minister benjamin netanyahu had suffered great strains which has emboldened mutual adversaries such as iran. he said the president stood silent when iranians marched against their regime and wasn't quick enough to impose sanctions somet

on ohio in a big way. andrea mitchell, before we get to mitt romney's foreign policy speech yesterday which we want to focus on, are you surprised at all by the changes in these numbers? >> not all that surprised. i am surprised by the extent of the change in the women's numbers in michigan. >> i am. >> but i talked to a congresswoman in colorado, the morning after and she as a strong obama supporter was really disappointed that he had not raised women's issues in that debate. to say what you pointed out earlier, mika, he did not project the kind of likability to any of the audience, including women, of course. so she was disappointed. i asked what she thought had happened and she said, well, i don't know, he didn't ask me for advice. so a lot of his supporters, including strong women, members of congress were not at all happy about not going after what they perceived to be mitt romney's vulnerabilities. >> right. >> and it seems as though the trend is going in mitt romney's direction as joe just said. and how ironic is it that the only way to break that momentum right now, the fastes

romney, whether it's his foreign trip where he embarrassed the united states, embarrassed our greatest ally, or shot from the hip before he knew anything about the libya attack, even before families were notified, that recklessness, that irresponsibility, i think is taking a toll on him and it's taking a toll on his race. we'll probably see more. he keeps promising a foreign policy speech. it's been a lot of speeches with no policy in them. the one thing he doesn't -- he's good at critiquing the president. the one thing he doesn't do is put out what he would do differently on any particular issue in foreign policy. so we welcome this debate. we would love to have it with mitt romney because i think the american people do see a real difference between these two men and that's why they keep siding with the president in terms of his ability to be the commander in chief. >> stephanie cutter, previewing the debate, good luck to your team tonight. >> thanks, andrea. >>> mitt romney, what is his battle plan? romney senior adviser and former senator jim talent joins us next. msnbc's prime time

to capitalize on his momentum, today, romney tried to frame himself as a steady commander-in-chief, and in what his campaign feels is a major foreign policy speech, accusing president obama of weak leadership. >> i know that president obama hopes for a stronger and more prosperous middle east, but hope is not a strategy. >> reporter: and calling for a change of course, but offering few new policy details, romney argued that the middle east is a more dangerous place since the president took office, citing serious civil war. romney said he would support our allies against the rebels the potential of a nuclear iran, and last month's terrorist attack in libya, that left four americans, including the u.s. ambassador, dead. >> it is our responsibility, and the responsibility of the president to use his greatest power to shape history, not to lead from behind. >> reporter: the obama campaign was quick with a rebuttal, they talked about specifics. >> now i'm a professor, and he would have gotten a "c". he gave absolutely no specifics. >> reporter: in california today, president obama appealed to hispa
